Safety Management Audit Rating Tool (SMART) is developed by The Society of Accredited Safety Auditors Ltd. for assessing the occupational safety and health management system of organizations in construction / container / factories industries. The principle of SMART is based on the British Standard BS8800:2004 Guide to Occupational Health and Safety Management System and the Factories and Industrial Undertakings (Safety Management) Regulations. SMART provides a platform to carry out health and safety audit internally as well as externally in assessing health and safety management functions under the 14 elements. Employing this rating tool to carry out health and safety audit can fulfill the requirements as laid down in the F & IU (Safety Management) Regulation. In addition, it can help the proprietors to identify the deficiency and weakness of the established system for improvement, which in turn would meet the goal of “continuous improvement”. It is also stressed that employing SMART to carry out health and safety audit could eventually sharpen the management system and enhance the company competitiveness in the market.
